One District Coordinator per district

 

Nature of Employment

Fixed Term – co-terminus with the project duration which is till February 2021

The assignment will include liaisoning with district and block administration, facilitating, monitoring & evaluation, preparation and implementation of District Strategic Action plan for preventing child marriages, policies and schemes related to preventing child marriages in the specified districts with support from the existing service delivery structures and key functionaries.

About the Project

UNICEF in partnership with ActionAid (and other CSOs) proposes to work with the district governments in the four states of Bihar, Rajasthan, West Bengal and Odisha to provide technical support to strengthen systems for adolescent programming, establish mechanisms and process for adolescent participation and engagement, to end child marriage and improve adolescent empowerment.

 

The implementing partners, jointly with UNICEF will support in the following areas: -

Map and analyse the current national and state specific government policies and schemes for adolescent development and protection – the tasks need to be completed at national level and state level. Develop costed Strategic Action Plans for national and state government commitment to improve the wellbeing of adolescent girls and boys.

Implement the strategic action plan through planning, implementation, costing, resourcing, monitoring and coordination at district level.

 

Duties and Responsibilities

 

Key responsibilities-:

  1. Provide technical support to the staff of CSOs implementing Partners based in district and block level in implementing the Project.
    1. Identify gaps and develop recommendations for strengthening of ICPS and other structures
    2. Facilitate preparation of district Specific Strategic Action Plan for preventing child marriages in coordination with the district administration

 

  1. Facilitate convergence for leveraging the schemes and programme related to adolescents’ empowerment and preventing child marriages

 

  1. Support UNICEF partners in facilitating training and capacity building for block and district level functionaries on preventing child marriages and child protection

 

  1. Help establish the District Task Force and ensure it is functional as per the Project guidance.

 

  1. Support DTF in developing district specific MIS aligned to the District Work plan, Support DTF to establish mechanisms for collection of data from different line departments and support to consolidate the district MIS for district level sharing

 

  1. Participate in Review and Reflection Meeting of district level work at the state level hosted by ActionAid Association

 

  1. Assist in monitoring, review and evaluate the progress and impact of project and facilitate external and district authority visits in the programme districts

 

  1. Undertake other responsibilities not outlined above which are commensurate with a role of this nature and based on organizational or role requirements.

Skills and Competencies

  • The ideal candidate will be a Post Graduate in Social Sciences/Social Work or any other connected/relevant discipline.

 

  • Prior knowledge about and relations with the district administration.

 

  • have at least 5-8 years’ experience in coordination and liasing with district level officials and other key stake holders, project monitoring and evaluation, coordination/ networking around project related issues.

 

  • have sound knowledge of macro/micro political economy and developmental issues relating to India.

 

  • Should have experience in networking with state, national level civil society organisations and government agencies.

 

  • Strong communication skills (both verbal and written) in Hindi & English;

 

  • Gender sensitive and strong conviction and skills for the empowerment of the poor and disadvantaged groups.

 

  • Should have good documentation skills and be proficient in basic computer applications like Word, Excel and Power Point.
  • Willingness to undertake travel as per the project requirements.

Salary Offered

Approximately INR 7.8 Lakhs CTO (Cost to Organisation) per annum,

or commensurate with work experience and qualification

 

This will include PF, Group Medical Insurance with coverage as per organisational norms, Personal Accident Insurance and gratuity payable as per law of the land and norms of the organisation.
